1100 Quota Seats in IITs Not Filled

.

MUMBAI: Every year, Lakhs of Students burn the midnight oil for months to get into the hallowed Indian Institutes of Technology. But as admissions closed on Wednesday, one startling fact emerged — there weren't enough qualified candidates to fill up the reserved seats on offer for the scheduled castes and scheduled tribes, or the physically challenged.

IIT heads told TOI that over 1,100 seats will now be transferred to the preparatory course. This course, which is like a feeder class, trains quota students for a year to equip them to qualify for the IITs. Students for the preparatory course are selected by reducing cut-offs even further.

On the OBC (other backward classes) reservation front too, 53 seats were transferred to general category candidates, though the IITs are still only in the second year of the quotas (they are implementing 18% quota before moving to the total 27% reservation).

The IITs, in fact, had made various concessions to ensure they could fill the SC/ST seats. They lowered entry levels for these categories and even went as low as 50% below the last general category student's marks to do justice to the quota. Even this did not help them get the required number of backward category students.

AIEEE 2009 Counselling Information

On-Line Registration and Choice filling (June 08 — 28, 2009)
The eligible candidates will exercise their choices from anywhere over the Internet. They can change their choices till the specified date and time.
The following are the steps to be followed by the candidate for online choice filling and locking:

1. For Online choice filling a candidate has to log on to the website www.ccb.nic.in .

2. Register as a new candidate by using the details given on the admit card.

3. The candidate has to verify his/her credentials such as category, subcategory, gender, state of eligibility and address for communication etc. and will be allowed only once to change.

4. The candidates will fill their choices of seats on-line to indicate the choices of institutions with branches in order of their preference. There will be indicative allotment (Mock Counselling) to make the candidates aware of the possibility of getting a seat for his / her rank.

5. The candidates are permitted, if they so desire, to change or re-order their choices, delete earlier choices and add new choices any number of times until they lock their choices on or before the last date for locking.

6. Finally, candidates have to lock their choices on or before June 28, 2009 by 11.55PM and a print-out of this locked choice is to be preserved with the candidate for further reference. After this, the candidates can not change their options under any circumstances. After locking the choices, if a candidate again logs in, then the choices given by the candidate will be displayed.

7. If the candidate fails to lock his / her choices before the due date, he/she forfeits his right to claim admission and will not be considered for seat allotment.


Seat Allotment and Reporting


The choices submitted by the candidate will be processed centrally and the first round of provisional allotment of seats will be displayed on the internet on 30th June 2009.
If the candidate fails to satisfy the qualifications prescribed, the provisional allotment of seat automatically stands cancelled
For admission, the allottees are to report to any Admission Center during the period given in Table -1, failing which their allotment will be cancelled. The seats thus falling vacant in first round will be considered for allotment in the subsequent rounds of allotment.

1. Documents like Admit card, Score card, 10th class or equivalent certificate, 10 + 2 or equivalent certificate, category and subcategory certificates will be verified. Transfer certificate, two sets of xerox copies of the certificates and four passport size photographs should be submitted.

2. An initial fee deposit of Rs. 25,000/- will be collected at the fee counters for admission. The deposit is to be made through a demand draft in favour of “Chairman, C C B – 2009”, payable at Warangal.

3. In order to be considered for the vacant seats, candidates must submit willingness to include their options given already for getting higher preferred choices.

4. The candidates have to collect the fee receipt cum admission letter to submit at the allotted institute.

Seats will be allotted against reserved categories as per Government of India norms.

Students perusing Higher Education don’t have to struggle hard anymore to finance their Studies as now many Banks in India have are providing student loans. Not only loans, private foreign banks also seem to be interested in funding students, enthusiastic enough to announce scholarships for bright and deserving students.

With expensive professional education becoming mandatory for people across the country, a student loan seems the most effective way to tide over these expenses. Most students expect to land high salaries at the end of their professional training and are likely to be in a position to repay these loans over a period of time.

What does one needs to look at in order to choose a loan?

Ideally, take a loan from a bank located at your place of study than one located where you reside, unless it concerns overseas studies. This is because you will have better access to funds if you take a loan from the place of your study. Secondly, Make sure the repayment period starts only after six to twelve months after you begin your working life. And thirdly, Banks typically prefer to finance students who opt for traditional courses.

For What Professional Courses do Banks generally provide education loans ?

Management students are among the top choices for most of the banks. Technology students from the country's premier institutions can also get student loans from Banks and Medical and engineering college students.

Banks don’t provide loans for students with a bachelor's/master's in Arts . Also, for courses where employment prospects are less (as per Bank’s own evaluation), loans are sanctioned on the basis of the parents' income.

How much Loan you can get ?

Loan for Studies in India Most of the Public Sector Banks in India have categorized Student Loans in two categories. For Studies in India , Students can borrow up to Rs 4 lakh without providing any security or margin. A loan amount of Rs 4 lakhs to Rs 7.5 lakhs can be availed against a third-party guarantee. This loan comes with a five percent margin (what this means is that you will get five percent less the amount sanctioned as loan; you will have to put together the rest of the money). The third-party guarantee can come from an uncle, neighbor or friend standing guarantee for the full amount.

Overseas study loans : Amounts worth Rs 7 lakhs and above are usually sanctioned against fixed deposits, NSC certificates, property worth the loan amount and a margin amount of 15 percent (what this means, again, is that you will get 15 percent less the amount sanctioned as loan; you will have to put together the rest of the money). Also, if a loan below Rs 4 lakhs comes at x rate of interest, the loan over Rs 4 lakhs is usually charged one percent higher interest. The Reserve Bank of India prescribes the specifics (amount, rate, repayment period) of education loans and the government provides a two per cent subsidy on these loans to the banks.

Important Note : Indian Banks’ Association (IBA) has recently formed a working group to address the issue of student loans and the rising rate of default. The group has submitted its findings to the Reserve Bank of India and the main suggestion is to make it mandatory for parents or guardians, of the student borrowing loans, to be co-borrowers thereby making them liable for repayment.

Repayment - Course period + 1 year or 6 months after getting job, whichever is earlier.

What are the Documents required for applying a Student Loan ?

All students are required to submit mark sheets of last qualifying examination, poof of admission scholarship, schedule of expenses for the specified course, his/her bank account statement for the last six months, an income tax assessment order for the previous two years, a brief statement of assets and liabilities, of the co-borrower, which is usually the parent or guardian and proof of income, if any.

Some banks require all or any of the following documents as pre sanction documents:

To furnish the following documents along with the completed application form. Relevant information would relate to the guardian and the student both, when the loan is jointly taken.

1)Mark sheet of last qualifying examination for school and graduate studies in India
2)Proof of admission to the course
3)Schedule of expenses for the course
4)Copies of letter confirming scholarship, etc.
5)Copies of foreign exchange permit, if applicable.
6) 2 passport size photographs
7) Statement of Bank account for the last six months of borrower.
8) Income tax assessment order not more than 2 years old
9) Brief statement of assets and liabilities of borrower.
10)If you are not an existing bank customer you would also need to establish your identity and give proof of residence.

What is the Interest rate charged for Student/education loan ?

Most banks are vying with each other to aggressively market personal loans. The student loan segment is being viewed as vast untapped potential. Citibank and ICICI Bank are offering equally competitive schemes. Almost every prominent bank in the country has a student loan scheme in some form. What matters the most to an individual is obviously the cost of credit the terms and conditions for education loans. These, like any other loan, vary among banks. Besides pricing of the product, the most important thing is documentation requirement and the quality of service offered by the bank and the speed at which the loan is approved.

Some banks, such as SBI, also give you a choice between fixed and floating interest rate. Whereas, private and foreign banks offer loans with a fixed interest rate, some banks charge interest on a daily or monthly reducing balance.

Apart from the various Merit Lists [i.e., the Common Merit List (CML), the category (SC, ST, OBC) and sub-category (PD) merit Lists, and Preparatory (for SC, ST, and PD) Merit Lists], JEE also prepares Extended Merit Lists (EML) under different categories, by making some relaxation in the aggregate cut-off. For JEE-2009, the lengths of the Extended Merit Lists are six times the lengths of the corresponding JEE Merit Lists.

The Candidates appearing in the EML are NOT ELIGIBLE for admission into IITs, IT-BHU, and ISMU, and will not be called for counselling of JEE-2009.

The EML is provided to other institutions (see the Table below) for the purpose of admission in these institutions.These Institutions have about two thousand seats in total for various courses offered by them.

Candidates declared qualified in the EML, who are desirous of admission to these institutions, must apply to these institutions directly for admission. VERIFICATION OF IDENTITY AND COUNSELLING

Qualified candidates will be informed by post of  their All India Ranks (AIR), and will be called for identity verification in the order of their AIR.   A candidate can also obtain this information on the website, IVRS, or by calling the JEE office from where he/she received the admit card, on or after May 26, 2009. Individual zones (IITs) will fix their counselling schedule. They will display the counselling schedule on their websites and also inform the qualified candidates by speed post/registered post.  In case a qualified candidate does not receive the counselling letter, he/she must still appear for identity verification on any one of the dates specified in the counselling schedule, at the institute from where he/she had received the admit card.

The main purpose of asking the qualified candidates to appear in person for the counselling is to verify their identity. Hence the candidates must bring their admit cards, and various documents for verifying their identity, age, category and mark sheet of qualifying examination, all in original with two photocopies of each. On failing to establish the authenticity of any of the above documents, the candidate will not be considered for admission. The candidate must also bring a physical fitness certificate from a Registered Medical Practitioner in a format that will be made available to him/her at an appropriate time.

After checking their identity and documents, the candidates will be asked to submit their choice sheets of courses and institutes. The counselling brochure will help the candidates to exercise this option judiciously. Some IIT faculty may also be available for consultation. However, the faculty at any one IIT may not have information about all the courses offered by all the institutes, and can only provide whatever information is available with them.

After the qualified candidates have exercised their choices as per the counselling schedule, seat allocation will be done centrally, at a later date on the basis of the AIR-cum-choices exercised by the candidates. There is no provision for instant seat allocation at the time when the candidates submit their choice-sheets. However, the course closures will be announced, starting from the first day of counselling of GE category candidates.

To take care of possible absentees, the number of qualified candidates is kept more than the number of seats available in the IITs, IT-BHU, Varanasi, and ISMU, Dhanbad. The fact that an applicant has qualified in JEE-2009 and has been called for identity verification and counselling, does not guarantee his/her admission. This will depend upon the applicant’s All India Rank, his/her choice of courses/institutes and the number of seats available.

A counselling brochure detailing various branches of study will be mailed along with the counselling letter, and will also be made available on the website.

Counselling dates for candidates of different categories, including those who qualify for Preparatory Course are provided in the counselling schedule.

PLUCKED EYEBROW? ... NO ADMISSION UNDER QUOTA

Girl who plucked eyebrow not true Sikh, says HC

CHANDIGARH: Endorsing a hardline stand by high priests of Sikhism who barred a young girl admission in a minority institution on grounds that she violated a fundamental tenet of the religion by plucking her eyebrows, the Punjab and Haryana high court on Saturday ruled that the Shiromani Gurdwara Prabandhak Committee was fully justified in doing so.

Leaning on the side of a text-based, more conservative definition of who is a true Sikh and the importance of hair in Sikhism, the full bench of justices JS Khehar, Jasbir Singh and Ajay Kumar Mittal in a 152-page order said keeping unshorn hair was an essential and most fundamental component of the religion.

The order came on a plea by Gurleen Kaur and others who had challenged denial of admission into an MBBS course at the Sri Guru Ram Das Institute of Medical Sciences and Research, Amritsar, a Sikh minority institution, on grounds that they plucked their eyebrows and trimmed their hair.

The Shiromani Gurdwara Parbandak Committee (SGPC) had also ruled that she was not a ``true Sikh as she was plucking her eyebrows.'' The court said the requisite of maintaining Sikh `swarup' (appearance) was a permissible precondition for admitting students under the Sikh minority community quota.

The SGPC runs two medical colleges, two engineering institutes, one polytechnic, 40 degree colleges and 150 schools, most of them in Punjab.

Saturday's order, replete with references to Sikh history and Sikh model code of conduct, also noted that the Guru Granth Sahib is for guidance of Sikhs in their pursuit towards spiritual salvation. It does not deal with the code of conduct prescribed for Sikhs. It was the Sikh rehat-maryada (code of conduct) that dealt with issues like importance of unshorn hair.

It added that the Guru Granth Sahib made no reference to the terms amritdhari (Sikhs who wear the five Ks - kesh, kacchha, kanga, kara, kirpan - and who have partaken amrit), sehajdhari (who are learning to be Amritdhari Sikhs) and patit (who were born Sikhs but violated one of the tenets).

Reflecting on contours of Sikh identity, the bench held the cardinal principle of retaining unshorn hair was not only for adults but also for minors, as it was the adults who were required to maintain the hair of their children.

Although the bench took the view that unshorn hair was an inalienable part of Sikh swarup, it observed that keeping the kirpan was not as important.

The SGPC burst out in celebration moments after the verdict and its chief Avtar Singh Makkar said, ``We are happy with the judgment. Our stand that unshorn hair is of paramount importance for Sikhs has been vindicated.''

Those who have not filled up State Code of eligibility, their State rank has not been indicated. State rank is privisional subject to verification of documents at the time of counselling.

INSTRUCTIONS :

Candidate must preserve Score Card till the process of admission in the colleges/Institutions is over.

Based on relative rankings, a number of students have been permitted for filling of choices, which does not guaranty seat allotment as the seat allotment would be purely on merit in respective categories and availability of seats in those categories in participating institutions.

The admission process involves the following steps:

I. During 8th-28th June, 2009, all those candidates permitted to fill choices on the basis of AIEEE-2009 results are required to register ONLINE through Internet. ( www.ccb.nic.in ) from places of their convenience/near by Admission Centres/Help Centres.
II. They can also fill their choices of
branches and institutions in their order of preference, any time during this period.
III. All the candidates must lock their choices on or
before June 28, 2009 by 11.55PM.
IV. Seat allotment results will be available on the website www.ccb.nic.in . No individual allotment letters will be sent. The successful candidates have to go to any one of the Designated Admission Centres for remote reporting (for verification of Original certificates and payment of initial
fee of Rs. 25,000/-) and take provisional admission.
V. All the candidates who have taken provisional admission shall report to the allotted institutes during July 16 - 24, 2009.
